ARTICLE I NAME

The name of this organization shall be Outreach Round Table (ORT) of the Oregon Library Association.

ARTICLE II OBJECTIVES

The objectives of this organization shall be:

To provide a framework for information sharing, continuing education and moral support for library workers currently providing outreach services; and

To offer opportunities for networking and encouragement to libraries wishing to expand or develop library outreach services.

ARTICLE III MEMBERSHIP

All OLA members delivering outreach service or interested in such service are eligible for membership in ORT. Areas of interest include, but are not limited to, facility accessibility and library service to the elderly; hearing and/or visually impaired; physically and/or developmentally disabled; mentally ill; incarcerated; illiterate; and non-English speaking.

ARTICLE IV OFFICERS

The officers of this organization shall be a Chairperson and Vice-Chairperson/Chairperson-Elect to be chosen at the annual business meeting of ORT.

ARTICLE V DUTIES OF OFFICERS

The Chairperson shall be responsible for presenting the annual report; planning and coordinating workshops, meetings, and projects; preparing and monitoring the budget.

The Vice-Chairperson/Chairperson-Elect shall be responsible for taking and preparing minutes; assisting the Chairperson in planning workshops, meetings, and projects; and assuming the responsibilities of the Chairperson if he/she is unable to continue in that position.

ARTICLE VI TERMS OF OFFICE

Terms of office shall be for one year, beginning September 1 and ending August 31

A vacancy shall be filled by a vote of the membership at the next annual, regular or special meeting, whichever shall come first.

ARTICLE VII COMMITTEES

The officers shall have the authority to establish such committees as are necessary to carry out the affairs of the ORT.

ARTICLE VIII MEETINGS

The ORT year shall correspond to the Oregon Library Association's year.

The annual business meeting shall be held at the annual conference of OLA.

Regular meetings shall be called by the officers of ORT.

Special meetings or programs shall be called by the officers of ORT or by written request of twenty-five (25) percent of the members.

Notice of all regular and special meetings shall be sent to members of ORT at least three (3) weeks prior to the meeting.

Meetings shall be held at a place designated by the officers of ORT.

ARTICLE IX AMENDMENTS

Amendments to these by-laws shall be proposed in writing by the ORT officers or by signed petition of twenty-five (25) percent of the members.

These by-laws shall be amended by a simple majority vote of the members present at an annual business meeting if the proposed amendments have been mailed to each member three (3) weeks prior to the meeting.

ARTICLE X ENABLING ARTICLE

These by-laws shall be adopted when approved by a majority vote of the Outreach Round Table and the Executive Board of the Oregon Library Association.
